Our goal in the development of these papers is to resolve issues where possible, and make more clear the technical aspects of water transfers that need consideration when contracting with the Department of Water Resources to either purchase or convey water made available through responsible water transfers. The purpose of these papers is to facilitate and expedite this contracting process by making the technical aspects of water transfers readily available to interested parties. These papers are not intended to have regulatory effect.

DRAFT Introduction to Water Transfers and Crop Idling/Crop Substitution for Sacramento Valley 2009

Groundwater substitution water transfers in 2009 will be conducted according to the measures in the Environmental Water Account EIR/EIS. For technical guidance in completing an application to sell water to the 2009 Drought Water Bank, please refer to the Letter to Interested Sellers.
